Is beeswax user id (the bito.xxx id) derived from IP+ User Agent?

Just wonder if beeswax user id is derived from IP+UA. The issue we're seeing is that the ad exchange would frequently clear the last part of the IP address (e.g. 3.1.2.3 -> 3.1.2.0), in that case, if the user id is bounded to the IP+UA that means all 256 IP addresses in that IP range will have the same user id, is that true? Thanks

The beeswax user id is NOT derived from the IP address. It is a meaningless number that cannot be attributed back to any information about the user.
